MoU Signing Ceremony for implementing Cambodia’s NAPs process

28 September 2015 at General Secretariat of National Council for Sustainable Development (GSSD), there is a signing ceremony on Memorandum of Understanding (MoU) between National Council for Sustainable Development (NCSD) and GIZ Cambodia, GIZ-Climate Finance Readiness Programme in order to support the implementation of National Adaptation Plan (NAP) process for Cambodia.

The cooperation is commissioned by the German Federal Ministry for Economic Cooperation and Development and co-financed by the United States Agency for International Development (USAID) which focuses specifically on the development of a financing strategy and framework under the Cambodia’s National Adaptation Plan process. There are up to EUR 900.000 for the cooperation for a three-year period from present until July 2018.

In this MoU signing ceremony, H.E. Tin Ponlok, Secretary General of the GSSD has signed with Mr. Adelbert Eberhardt, Country Director of GIZ Cambodia, and Ms. Regina Bernhard, Advisor, GIZ Germany.

It is note that based on the stock taking assessment, the goal of the NAP process in Cambodia is defined as “Ongoing Climate Change Adaptation processes are strengthened through cross-sectoral programming and implementation at national and sub-national level.

To operationalize this goal, there are six key intervention areas should be focused for implementation such as:

(1) Inter-sectoral coordinated implementation;

(2) Data systems and analyses;

(3) Support financing systematically;

(4) Capacity development and vertical mainstreaming;

(5) M&E framework development and implementation; and

(6) Qualitative mainstreaming.
